The problem that you allude to is not the result of or contained with-in the DLC Return To Ostagar. The problem is the result of a Dragon Age patch that was associated with the new DLC. Even after the DLC was taken down this patch was still on line for 36 hours, and mandatory to download if players wanted to use Dragon Age on-line. The offending patch has now been taken down. As of Jan. 18th Bioware has made no mention of how or when they are going to address the issue of the potentially thousands of 'newly broken' games the patch created. Can you please correct your information.
